Comment on the defacto governor in California. Their does not seem to be much of a response from the defacto governor on this oil spill. What are his duties and responsibilities regarding natural or manmade disasters? Can he, as a so called governor be held responsible for inaction and dereliction of duties to the people of this state? Can He be liable for inaction?
