Page "18" in the original document, 28 in the PDF, you will find in THIS US GOVT. OFFICIAL DOCUMENT, THE ORIGINAL 13TH AMENDMENT.

Why do you suppose the Constitution's title page says it is the 'Constitution "OF" the United States' ? Wasn't that the title after 1871?

There had already been one bankruptcy acted on, which ties into Andrew Jackson defeating the bank.
