Using 50 percent plus one or two-thirds

Looking for feedback on voting process: a simple majority vote of 50% plus 1 is all well and good. However, has an assembly discussed voting with a 2/3 majority as used in Congress? We feel core value issues deserve more thought into having greater agreement. Any thoughts?
