Comment on the defacto governor in California. Their does not seem to be much of a response from the defacto governor on this oil spill. What are his duties and responsibilities regarding natural or manmade disasters? Can he, as a so called governor be held responsible for inaction and dereliction of duties to the people of this state? Can He be liable for inaction? Just questions and possible research or FIOA requests.

The Contract Services Administrator (governor) is responsible for all his underlings. Yes.
