In God we trust; We the peaceful sovereign American Nationals of the Commonwealth of Pennsylvania, being domiciled on the soil, vessels at trade and as vessels at international trade, at the Land working privately do hereby create our Handbook of rules;
Pennsylvania Assembly Mission Statement;
**** Our purpose is to settle Pennsylvania and support the settling of every county in our state. ..we are here to help fulfilling our National paperwork requirements and helping RECORD our personal names back to the soil of our birth state establishing our birthright sovereignty…
Chapter 1; PCLGJA-rule 2018-0001
Should our teleconference ever be cut short because of technical difficulties, we will continue the meeting at the next call as per normal schedule; the next Wednesday evening 8 PM.
Chapter 2; PCLGJA-rule 2018-0002
Morals, Etiquette, and the common good;
2.a We are an assembly. We are not a Legal society;
2.b We do not discriminate over any sovereign matter;
2.c We believe as only a living man can believe;
2.d Therefore we believe that no assembly can navigate without morality and etiquette as guideposts;
1. Do no harm to the assembly or mankind
2. Be considerate and patient as possible when communicating
2.e Therefore we believe in accepting all sovereign mankind equally;
2.f Note; we keep in mind that Assembly business time is not personal business time;
2.g One must be sixteen years of age to join the Assembly;
2.h One must be eighteen years of age to join and serve on the Common Law Grand Jury.
2.i Disciplinary action is to be taken only by the disciplinary committee which is always the four holders of the rules committee or if that committee can not conclude discipline then the leadership in general moderator, coordinator, IT, Bailiff, Scribe, treasurer,…
2.i.a Any violation of etiquette or Corruption of Morals is to be defined by the disciplinary committee.
2.i.a.a Example Corruption may be verbal vulgarity
2.i.a.b Example Violation may be “not yielding when moderator asks you to yield. Verbal, written verbal, corrective action..
2.i.a.b.a corrective action is all communication for 30 days must be submitted in writing.
2.i.b Impeachment and elected successor.
2.j. To hold office you must have filled out and autographed the;
1. Pennsylvania Assembly Declaration of Allegence
2. Pennsylvania Assembly Jural Covenant of Office
3. Pennsylvania Assembly Official Notification and Certification
2.j.a We desire the paperwork of the Assembly be notarized with three witnesses. The three witnesses are not required to be notarized.
2.k. To hold office on a committee you must have filled out and autographed the;
1. Pennsylvania Assembly Declaration of Allegence
2. Pennsylvania Assembly Jural Covenant of Office
3. Pennsylvania Assembly Official Notification and Certification
(note; this rule is bypassed from April 2018 till Sept 30, 2018)
Chapter 3; PCLGJA-rule 2018-0003
Rules for conducting Assembly meetings and teleconferences;
3.a All assembly time is for assembly business and is not for personal business; Personal discussion is held for personal time.
3.b Leadership of Assembly meetings is as follows;
3.c We are an assembly therefore all decisions are moved upon by a majority.
3.d The Moderator of the meeting then follows the outline by design to establish an orderly movement of thoughtful objectives;
3.e The IT (internet Technician) starts the recording and operates the board in order to keep the meeting functioning in an orderly manner.
3.f The bailiff has the right to control indecent or out of line conversations as agreed upon by the moderator.
3.g All meetings are recorded and the assembly or committee scribe will keep minutes
3.h All minutes should be kept three ways.
1 Hand Written.
2 An outline typed or electronically such as a PDF, doc, or other for posting
3 Recorded electronically
Standard Meeting Outline is as follows;
(also note that this is a suggested outline and not “written in stone”)
3.i Bring the meeting to order
3.j Reading of the Bivens decision three times.
Bivens decision;
This meeting is Private. Bearing false witness misrepresentation, and posting inflammatory rhetoric in public forums is forbidden and shall be addressed in an appropriate manner. To eliminate all conflict and false allegations, is there anyone in attendance on this call that is a member or agent of any law enforcement agency or public or regulatory agency of the federal, state, county, city or township agencies present on this call? Is there any response for the first time?
Respondents to the Bivens who agree they belong to, as agents, any of these agencies are to be acknowledged.
No other response is needed unless provoked negatively. (see rule 1 under ethics)

3.k Role Call;
Role Call is the calling of each County in Pennsylvania asking each county to respond.
Upon responding, each response is tallied and each response is kept track of.
County coordinator should answer the role call or the one next in line.
3.L Reading of the minutes;
Reading and accepting of the minutes from the previous meeting.
Questions asked are;
Are there additions to the minutes? Discussion;
Are there any deletions to the minutes? Discussion;
( following chapter 2.1)
Is there a motion to accept the minutes;
And a second to the motion;
Next; election of the assembly;
Are there any county abstentions?
Are there any naa(s)?
Are there any yea(s)
Vote will be carried properly according to the election.
3.m Old business;
3.n New Business
3.o Any General discussion
3.p Scheduling of the next meeting
3.q Motion and second to dismiss
3.r Dismissal by election
Chapter 4; PCLGJA-rule 2018-0004
Rules for motions and voting; election;
4a.Though we are at times waiting for discussion to finish on any matter, the assembly functions are still overseen by those in positions of authority until election qualifies any mode of change.
Election of any motion;
4b. After discussion of any subject matter when the subject is now brought to a vote;
4ca. Following this example;
4cb. “I, Amy of Monroe County, motion to vote on “Specific Matter”;
4cc. “I, Paul of Bucks County, second the motion;
4cd. Next; election by the assembly;
4ce. The moderator will ask;
Are there any county abstentions?
Are there any naa(s)?
Are there any yea(s) or Aye(s)?
4cf. Vote will be carried properly according to the election.
4cfa one vote for each county by coordinator.
4cfb two-thirds vote carries the election.
4da. The ballots are kept as follow for the entire state;
1 abstention, 1 county, Cameron county
2, naa(s). 2 counties, Armstrong and Venango counties
3. all in favor, 65 counties
4.
4ea. The ballots counted are verified by the role call numbers.
Chapter 5; PCLGJA-rule 2018-0005
Communication, Funding, and Committees;
5a. The leadership committee supervises all other committees.
5b. The committees are created as a need is presented and an election is held.
5c. Committees are; but are not held to the following;
a. Leadership committee
b. treasury committee
c. Disciplinary committee
d. Rules committee
e. Law committee
f. Fund raising committee
g. Advertising committee
h. Communications committee
5d. Committees are indelibly connected; therefore communications must be established to maintain proper etiquette;
a. Committees;
1. Committees are made up of one foreman, one scribe, two assistants, and members.
2. Funds are moved by way of three of four autographs of the above described, (3.a.1)
3. New committees are created by election.
5e. It is the Communication committee that communicates for the Assembly;
5f. No individual can hold any power of attorney to communicate on behalf of the assembly.
5g. Standard organizational process for limiting our time are as follows;
5ga. Any paperwork being sent out from the Communication Committee to outside sources should be finalized before the communication committee receives that paperwork. So the paperwork can not be sent out without first being elected for such.
5gb. It is under advisement that addresses be discussed with the communications committee before said committee receives such paperwork.
5gc. The treasurer must be informed of all transactions and requests for funds properly appropriated.
5gd. Time limits for procedures are dependent upon clear communications between committees.
5h. Our fund raising committee is indelibly connected to our treasury/treasurer.
5i. All funds are to be held and distributed through our treasury.
5j. Any fund distributions are done by proper paperwork only coming from committees.
5k. All personal information is held in private by the approved communication specialists agreeing with the following oath only.
5ka; Oath;
I___name____ agree to hold all personal information in a private capacity and will not use that same information for any purpose without ¾ permission from the Leadership committee. Agreeing that all phone numbers, addresses, names, photos and other will not be giving out without that members express permission or the Leadership committee permission. The leadership committee can not give out any private information except for inter-assembly memos or contact because no other communications devices have worked to create that communication required to move the assembly forward.

This email is a part of our vetting process to establish that you and we are not wasting our time communicating between ourselves. We desire that you answer the following few questions as best you can;
1. Are you or have you held a job or volunteered in a law enforcement position in the last three years? If so describe below, the dates of employment/volunteer and what your responsibilities were.
2. Have you ever held a job or volunteered in a government job or any position in any government office? If so describe below, the dates of employment/volunteer and what your responsibilities were.
3. Do you have a license to practice law or are you an attorney?
If so, give us the dates of attendance and the school.
4. Where did you hear about us?
5. Do you have any experience with other Assemblies?
